network-manager 0.7.0-1 removed dependency on dhcdbd, but no dependency
on dhcp-client has been added. This can cause upgrade to remove
dhcp-client as not needed and network-manager then complains in logs
about missing dhcp and fails to setup network which uses dhcp.
