gdm/kdm support ConsoleKit. For startx, there is a possibility to either 
patch xinit [1] or provide a Xsession.d script within consolekit (as 
Ubuntu does it).
xdm and slim don't support ConsoleKit, so yes, they won't be able to 
support at_console. But then again this login managers are not installed 
by default.
Someone installing xdm can also still use the group based policies, imho.
