What driver does this card use ? The new version of hal queries the
capabilities of video4linux devices, but that shouldn't trigger the device to
start playing.
Does running v4l2-ctl -D -d <your video device> trigger the same behaviour?
(v4l2-ctl can be found in the ivtv-utils pacakge)
