It is one of the standard applets that ships with gnome-applets

probably just as nautilus does. I prefer the applet, but it is just the
same with nautilus: before devicekit-disks, cryptsetup partitions used
to appear in nautilus just as any other removable devices, since hal has
been replaced by it, they don't.
Before devicekit-disks I was prompted automatically for a password when
I inserted a removable device with a cryptsetup partition, now it does
not happen any longer.
