I know the advantags of NM 0.8 and already started work on packaging it.
Yet it needs modemmanager, for handling (UMTS/GSM) modems.
There is an ITP for that [1], but no package yet.
Without modemmanager being available I won't upload NM to unstable, as this
would be a major regression.
I will upload 0.8 rc to experimental soonish though.

So, the best way you can help getting NM 0.8 into unstable is to help getting
modemmanager into unstable.
I won't package or help package modemmanager, as I already have enough packages
to look after and no hardware, so I could reasonable test the functionality of
modemmanager. So help in that regard is most welcome
