It depend on how the optimizations done in init.d/rc work.  I do not
remember the details, and wanted to check if you had checked.  If
start links are only used if stop links were present in the previous
runlevel, it might not work.  If start symlinks are used if no symlink
were present in the previous runlevel, it should work.

Right.  It might be the right thing, but runlevels 0/6 and 1 are
different, as it is possible to switch out of runlevel 1, but on 0/6.
