[Pkg-utopia-maintainers] Bug#600267: network-manager: should depend on ppp, not only recommend it

I needed multiple tests and comparison with ubuntu to find out why my mobile
broadband connection failed: I hadn't ppp installed. Wouldn't it be a good idea
to add it among "depends" instead of "recommends" ?
