Recommends are installed by default, i.e. you need to explicitly tell apt(itude)
to not install ppp, so this is usually only something for people who know what
they are doing.
I also updated the package description and explained what ppp is useful for.
(if you have suggestions how this can be improved, please let me know).
Why did you choose to not install ppp in the first place?

Most users don't need ppp and Recommends gives them the flexibility to uninstall
it. Making it a hard depends makes that impossible.

And not that it matters much, but on Ubuntu, ppp is also a Recommends.
