Let me rephrase that: It's better then doing nothing and expecting the average
user to read the changelog and understand why nm-applet stopped working, and to
kill and restart nm-applet themselves. For plasma-widget-networkmanagement (the
KDE frontend) it is even more complicated and what triggered the addition of
this notification [1].

So, I'm willing to review patches which implement the automatic reloading for
both nm-applet and pnm in a clean way but I won't work on that myself.

The alternative would be, as said, if update-notifier supported a
restart-your-session notification, which could be more generally useful.
An effort would probably be better spent there.
