I've added this to /etc/NetworkManager/conf.d/ or
/etc/NetworkManager/NetworkManager.conf rebooted and no visible
change.  What is required for captive portal detection?

Running i3 and nm-applet.

Would be nice to have an explanation of what this does... AFTER the
url is probed.
