... and they conflict. All else being equal, we should probably build-depend
on whichever is more popular :-)

In unstable, only hhvm build-depends on libdwarf-dev, whereas lots of
stuff (linux, rpm, systemd, ...) build-depends on libdw-dev, so libdw-dev
wins the popularity contest and should probably be used.

Also, libdw-dev comes from src:elfutils, which we already build-depend on
for libelf-dev.
