The download part of Flatpak is done by OSTree, which I believe does
incremental download but only at a per-file granuarity (a file is either
fully downloaded or not, and partial files are not kept). I've sent that
feature request upstream.

This is not an appropriate thing to change in Debian: it should change
upstream or not at all.

If you would like behaviour changes, please consider sending the initial
report upstream rather than to Debian. If I forward a request like this
for a change that I do not have a strong opinion on, I am unlikely to
do a good job of justifying why the change should happen, which could
lead to it being rejected when a request directly from you might
have got it accepted - so I'm not going to forward this immediately,
to give you a chance to advocate it upstream better than I could.
