I thought it would be better to refer to the autogenerated COPYING.bower file
which will stay up to date, rather than doing an one-time snapshot to formally
satisfy the initial NEW review, but it would inevitably get out of date.
So I'm looking for advice from you: would you rather have an inline copy of
COPYING.bower? Is it acceptable/preferrable to generate this during package
build from COPYING.bower with some seddery, or would you rather have a static
snapshot in the source?
