It's a maintainers job to not let it get out of date.

Yes, Debian wants it in the copyright file. As that one is meant for
it - and even has special mentions on stuff like packages.debian.org
(for example). (And it's a point listed in our REJECT-FAQ)

Unlike the control file, which you must not rebuild during a package
build, we don't much care how the copyright file gets created. So do
what works for you, as long as it is the one source of truth (and, for
those folks over there, reproducible :) ).
