[Pkg-utopia-maintainers] Bug#905593: network-manager: /etc/...*.service files should be considered as configuration files

Follow-up of #905585.

It looks like I was not clear enough.

I am talking of /etc/systemd/system/network-online.target.wants/NetworkManager-
wait-online.service

This file is in /etc -- therefore unless I am mistaken it is in the
configuration directory and should not be carelessly overwritten.

Again, please consider making this file a configuration file so that I don't
have to fiddle with my conf every time the package is upgraded.
