No, this is a symlink pointing to a file in /lib/systemd. If you edit
that file, you are effectively editing the file in /lib/systemd.

If you want to change the behaviour of
NetworkManager-wait-online.service, use either
systemctl edit NetworkManager-wait-online.service (which creates a drop-in)
or systemctl edit --full NetworkManager-wait-online.service (which
creates a full copy of the file in /etc)
