Hi!

While running linda on the latest vdr, I encountered an
debian-rules-not-a-makefile error. It refers to section 4.9 of the
policy [1] which says:

    This file must be an executable makefile, and contains the
package-specific
    recipes for compiling the package and building binary package(s)
from the
    source.

    It must start with the line #!/usr/bin/make -f, so that it can be
invoked by saying
    its name rather than invoking make explicitly.

Could this be a problem? I can use "make -f debian/rules" and running
"debian/rules" directly works too. So I think the goal of this policy
section was achieved, even if debian/rules doesn't match the policy
word-for-word.

If nobody has any objections, I will simply add an override.
