Should the plugins build-depend on awk?

Hi!

Kano recently pointed out, that awk should not be used during the build
or a build dependency should be added. As he told me, Ubuntu does not
provide awk by default.

So the question is, should the plugins that use awk in their Makefile
depend on awk?

I checked the Source.gz of Etch and could find only 95 packages with a
build dependency to awk. But I'm pretty sure, a lot more do use awk
during the build process.
