When you upload a package to the archive that has no version in the
archive yet, it's moved to the NEW queue. From there ftpmasters have to
accept it into the official archive. Currently this queue is quite long
(you can check it at http://qa.debian.org/~anibal/debian-NEW.html), so
if we'd be uploading AMP, then we'd end up in there as are
asterisk-spandsp-fax and yate (just to name some examples).
