since 1.8.3 is half installed, I am not allowed to do anything but -f install, which fails ... so all APT is locked up.
Cant install any thing any more.

 Please, remove both library and plugins currently in your system and
reinstall. That will make things work.

 As libpt-1.8.2 wasn't ever part of Debian Sid, we are not going to add
a Conflicts for every different version in the world. Only "official"
releases are added.
