This only means that a ser package has been uploaded to ftp-master at
some point; as you can see, the bug is still open, which means the
package was rejected by ftpmasters.

As it happens, the ser package that was uploaded was full of lintian
errors that nobody noticed and/or bothered to fix. It's a shame to
upload a package in such a state -- did somebody even *check* the
packages before uploading ?!

If OpenSER can suit your needs, it's available in unstable, by the way.
