I doubt that upstream intended to release the cpp bindings under the GNU 
GPL license. portaudio19/bindings/cpp/COPYING containing the GNU GPL 
license were probably added by mistake during update of autotools support.

After a closer inspection of the documentation, I think it should be 
removed since it doesn't seem to document V19 of the API.

PortAudio V18 and V19 are not API compatible, and there are packages in 
the archive that use PortAudio V18 and I don't know if or when all will 
be converted to V19.
