I doubt that upstream intended to release the cpp bindings under the GNU
GPL license. portaudio19/bindings/cpp/COPYING containing the GNU GPL
license were probably added by mistake during update of autotools support.

PortAudio V18 and V19 are not API compatible, and there are packages in
the archive that use PortAudio V18 and I don't know if or when all will
be converted to V19.
