Hmmm... Asterisk does, as with any config file. However...

voicemail.conf is parsed independently by any other program that wants
to use it as a "database". This includes app_voicemail itself when
writing a modified password. And just about any other program that deals
with the voicemail.

So the proirity here is to have a decent interface for voicemail and
have programs use it. The Asterisk manager interface is probably the
preffered option.
