That's what I'm using in my Unicall packages for Asterisk: the 
upstream location from copyright file plus the top changelog entry:

http://caio.ueberalles.net/svn/voip/asterisk/debian/libunicall/debian/rules

I know it's more variables than real coding, but it does work :-)

PS: amazing to see more people interested in CDBS in this list!
