Haven't looked at the code you mention, but I believe a CDBS snippet
should try to resolve the info by itself (read: by parsing
debian/watch and other machine-readable option available (although I
can't think of any alternatives at all!)), but also support being
passed an explicit location instad (which then takes priority).
There's potentially a couple more places with tinfo - not
machine-readable, but which also may need updating if source location
changes (so might make sense to invoke a warning if not matching - or at
least overlapping - each other):
debian/copyright must include the location of upstream source.
debian/control may include " Homepage: " info in long descriptions.
