Oops, is it not fixed yet, if it really needs to be fixed at all. 
I saw the revert shot at:

but I missed to remove the entry of:

"* Fixed problem with running top-level doxygen target twice" 
from the changelog.

Since we are in a freeze before release and it is not yet know if 
doxygen-run-twice issue is:
* a normal behaviour or
* a CDBS issue or
* our own bug

I'd suggest to fix the RC-part (#404008) only with that upload.
