mmh, might be part of the problems we have seen reported against
asterisk. Maybe this is only new since 1.2, not sure. Yet we should make
sure installing chan-capi without CAPI running on your system does not
break the asterisk installation then. Can you do that? Else we might
need to add a noload line.

Yes, that should be used. It might be due to some historical postinst
problems configuring asterisk-chan-capi before asterisk, but off the bat
I don't recall for sure. Thus most probably it can be safely deleted.
