diff.gz contains the debian patch, this is where your debian/ directory with 
maintainer scripts and debian specific patches (if any) reside. In order to 
review how your debs files have been produced one need that diff.gz file, 
otherwise your are distributing mere binaries, with not way to fix anything.

It is not wise for a Debian Developer to upload mere binary packages only, 
e.g. debs, so you will not see that happend.

Right, that is orig.tar.gz which Debian should repackage ad dfsg.orig.tar.gz 
with contrib/ilbc stripped.

Debian does not have ilbc packaged as a separate library package. It is 
non-free software, and this is the reason you wouldn't find it in other 
distros either.

Well, I suggest to start it this way:
 * check out the last debian/ directory with maintainer files:
svn co svn://svn.alioth.debian.org/svn/pkg-voip/yate/trunk
 * make the needed updates to the maintainer files in order to build the 1.0.0 
packages
 * send us the patch (svn diff)
