well, I do reckon that config files should *NOT* be touched by anything
but ucf. That also excludes them from the update-alternatives IMNSHO.
What you may want to do is add a debconf to both freepbx and op-panel to
ask the user which version he now wants to be the active one.
Alternatively you can make the both packages mutually exclusive by
setting conflicts in the debian/control and then just use the same
config file name for both packages.
Maybe I did miss the beginning of the discussion, why is the example
valid that both freepbx *and* op-panel are both installed and yet need
to share a config file that is different for both packages?
