I guess you should try to read up on http://voip-info.org/ about
asterisk. They have a pretty complete documentation about what the
software can do and what it can be made to do. Apart from that, you have
the source code to read up from (especially if you plan to extend
certain parts for your needs).

For a plain IVR you might as well want to check bayonne (probably
bayonne2 which is not yet in Debian) and YATE to see whether fits your
purposes better.
