Second, on Rapid we use sox.
Third, Asterisk12 can use ogg.

I have write access to the SVN. In the future, I can commit for you.
The code on freepbx is much cleaner, I can send you the rules files for 
freepbx and amp and you will see that the last version is almost usable 
out of the box. This was due to someone who was sitting on their tail - 
you broke too soon :)
