sofia-sip 1.12.3-2 ready for upload

Hello all,

it seems 1.12.3-1 is missing libssl-dev from build requires causing some 
of the built packages to be missing SSL support altogether (disables 
various security related features in sofia-sip libraries). I committed 
quick fixes to the tree and prepared the trunk for a new upload. Could 
someone tag, remove 'UNRELEASED/NOT RELEASED YET' and upload. The changes 
are:

   * Added dependency to autotools-dev so that CDBS can update config.{guess,sub},
     and to libc headers
   * Fine-tuned libsofia-sip-ua-glib-dev dependencies.
   * Added '-z defs' linker flag to verify no undefined symbols go unnoticed.
   * Added '--as-needed' linker flag to remove extraneous .so's from list of
     needed libraries.

   * Added libssl as a build dependency. Without this, some builds will
     have ssl disabled in the resulting packages.
