fresh install of asterisk in etch doesn't seem to create asterisk user

I installed etch from CD, apt-get update and then upgraded.  After that, I
installed asterisk-classic and about 4 other asterisk packages.

The result:

# /etc/rc2.d/S21asterisk start
id: asterisk: No such user
/etc/rc2.d/S21asterisk: line 49: [: =: unary operator expected
Starting Asterisk PBX: start-stop-daemon: group `asterisk' not found
 (Success)

Line 49 needs "" around it, that will resolve that problem.  Any idea as
to why the user/group isn't being created?  I've removed asterisk and
asterisk-classic, purged them and reinstalled, and still no user is
created.

Which asterisk package creates the asterisk user/group?
