fresh install of asterisk in etch doesn't seem to create
asterisk user

What version of the package have you installed[*]? I presume that it is
1:1.2.10.dfsg-2 (the current version in Etch).
I believe that this issue should have been fixed in 1:1.2.10.dfsg-3 .
