asterisk-perl had no license attached to it until very recently,
that's why it *couldn't* be uploaded to Debian.

Moreover, please refrain from uploading everything that's in the
pkg-voip repo to unstable if it's not in a good enough shape. That's
what experimental is for.

If a package is uploaded to unstable which is not of release quality,
please block it from going to testing with a dummy RC bug.

"let's upload everything to unstable and let the users sort it out" is
not a good policy, and certainly does not focus on quality.
