Are the two libraries 100% API compatible?

Why there two version in the archive?
Why is there a libcap2-dev package and an update to libcap with v2 
wasn't sufficient?

Any known issues we should be aware of, especially considering that we 
are under a freeze and intrusive changes are not allowed into lenny?

In any case, it seems to me that you should had coordinated better with 
the other maintainer and the release team to get rid of libcap1 for 
lenny (bug-filing etc.) -- hope you'll do so for lenny+1.
