Why haven't speex propagated into testing?

According to <URL:http://packages.qa.debian.org/s/speex.html>, speex
fail to propagate into testing because of a RC bug, while according to
<URL:http://bugs.debian.org/474253> that bug is solved.  What is going
on?

I care because it is a dependency of icecast2 which I NMUed to solve a
release goal, and icecast2 refuses to enter testing without speex.
