Why haven't speex propagated into testing?

I pondered the same earlier this morning, but:
http://release.debian.org/migration/testing.pl?package=speex

seems to have been updated since.  We're now waiting on the deps that
the new version conflicts with to all be eligible to migrate, which may
be a few more days unless that is manually accelerated for some reason.
