Help the release team to process ptlib in new queue

The package still need to go through NEW as we are introducing new binary packages, however, it may assist the passage as we are clearly showing the upgrade/ history from pwlib.

Whilst at the moment it could be viewed as a new package unrelated to work previously undertaken.  Hence my original desire for the changelog to flow from the pwlib packages.

The NEW queue usually doesn't take this long to be processed, normally weekly, however there does seem to be quite a backlog at present:

However there are quite a few packages that have been waiting longer than ptlib so I don't think we are getting abnormal treatment.

Also remember we are in freeze for lenny, so by rights the majority of efforts are currently being expended on polishing lenny packages, so a NEW library to experimental is IMHO a low priority for clearance.
