Help the release team to process ptlib in new queue

Ah, I thought that the new queue is only when the source package is new, 
not for new binary packages too.  Then we should reupload, since now 
ptlib has been released, the package should be called libpt2.4.1 (I made 
all the changes to alioth).  I didn't know it will be such a hassle, it 
would have been better to wait until the release, I am sorry !

You know better than me, please add the old changelog if you think it is 
better.
