Help the release team to process ptlib in new queue

It was one of the reasons I didn't want to introduce a libpt-beta to the
archive but perhaps I wasn't clear enough.

Anyway, no harm done :) As long as we (= you :) request the removal of
libpt from the NEW queue or upload a newer version.

If you based your packaging there, the changelog should be preserved
IMHO. Reading the log might explain some decisions, it's a kind of
documentation.

I kind of expected the delay exactly because it is a NEW experimental
package in the end of our release cycle.
