I think that mentioning dpatch or quilt is unnecessary clutter within
the package. You may be right that this may be the policy's intention
but it doesn't make it any more reasonable.

In any case, we could either keep our Standards-Version to 3.7.3 or
violate the letter of 3.8.0 (but IMO not the spirit) until lenny is
released. After that, the discussion would be moot since we'll probably
migrate to dpkg v3.0-quilt format.
