astmanproxy and package remove

Hi,

1. When checking installed packages on a Etch running system (dpkg
--get-selections or apt-cache search astmanproxy), I can see an astmanproxy
package.

Now, on another system, I can't find astmanproxy anymore :
http://packages.debian.org/search?suite=all&searchon=names&keywords=astmanproxy

Is it normal ?

2. For running systems maintenance, I'm assuming I just have to save the
list of installed packages as using debian repositories and apt-get, I'm
supposing I will always be able to re-install all packages.
Is it possible that a published package is removed (or renamed) from debian
repositories so that I won't be able to re-install this removed package
anymore just using this installed package list ?

If positive, what's the recommended process to remain certain I can
re-install from scratch at any time ?
