lcr packaging

Hi Joerg,

from lcr/trunk/debian/TODO: "Check udev rules for permissions of
/dev/mISDNtimer". But is this file created by misdn kernel driver?.
because if it is so it's a kernel issue and we should contact Debian
kernel team.

I've jumped to 1.5 version on misdnv2user and lcr, made some clean up
on misdnv2user. Please take a look over the changes.

I'm adding silly simple manpages to both packages too... not to sure
they are useful at all. I think just 2 of them left.

Will some DD on the team willing to sponsor the upload?
