Actually, it is currently handled by a udev rules from the udev
package. On my system, it is
crw-rw---- 1 root dialout 10, 59 Jun 21 08:26 /dev/mISDNtimer
which is IMHO fine, but it might not be on olders. If e.g. a
different group would be more applicable, then the lcr package
might need a file like /etc/udev/rules.d/lcr.rules
