Alright, I did a little more digging into the issue. I can reproduce it
if I start mumble without the external keyboard plugged in and then plug
it in; mumble doesn't recognize the shortcuts that I've mapped. I'm
attaching the full log from a session where I started without the
keyboard plugged in, and then plugged it in.
