upgrade sip-tester to 3.2 plus enhancements

I got motivated by the recent bug report to upgrade SIPp to version 3.2 
(see attached patch).  Additionally, I converted to quilt 3.0 after 
seeing some deprecated warnings about cdbs patching.  Additionally, I 
was having trouble getting cdbs to build with pcapplay but reverting to 
Debhelper does not.

Which raises a question I couldn't find the answer too, why did the 
package move to cdbs?  I'm guessing it was a personal preference?
