Justification: renders package unusable

I use unattended-upgrades to provide security updates.  This normally works fine,
and although I expect that an upgrade might take down Asterisk for a few minutes,
this took the system down and did not bring it back up.  I'm going to guess it was
related to this:

Setting up asterisk-config (1:1.6.2.9-2+squeeze2) ...

Configuration file `/etc/asterisk/sip.conf'
 ==> Modified (by you or by a script) since installation.
 ==> Package distributor has shipped an updated version.
   What would you like to do about it ?  Your options are:
    Y or I  : install the package maintainer's version
    N or O  : keep your currently-installed version
      D     : show the differences between the versions
      Z     : start a shell to examine the situation
 The default action is to keep your current version.

I can't imagine why the shipped conffile would have had to change for a security update.

And, indeed:
