Bug#614060: FTBFS: Build-Conflict forces removal of build-essential and toolchain

Please see the attached build log.

Note that this isn't a problem with t8modem itself; it's a bug in
the "internal" build-dep resolver used by sbuild.  However, the
Build-Conflict is outdated; given that we only support linux >=
2.6, so it can be safely removed.  The more advanced "apt" and
"aptitude" build-dep resolvers do not have this problem, but are
not currently used on the buildds for building the main archive.
