Bug#692575: pbx_spool.so hardcodes spool path

After changing astspooldir in /etc/asterisk/asterisk.conf and
moving /var/spool/asterisk accordingly, I get this warning during
startup:

  WARNING[4291] pbx_spool.c: Unable to create queue directory /var/spool/asterisk/outgoing -- outgoing spool disabled

That module should not hardcode the path.
